Police reform - more PR than reformation

So-called police reform – it’s gross political PR plus large wastefulness from Ukraine’s state budget and here is the next example. This year on the Day of the Fight against Breast Cancer new patrol policemen presented rosy roses for ladies in Kyiv, Lviv, Vinnytsya, Chernihiv, Mykolayiv to remind women about the necessity of the examination their health. I’d like to ask you, my dear readers, how do you think? Is this a duty of policeman – to work a medical consultant? Has nowaday Ukrainian state power a conscience, when presents expensive roses (nearly 15 hryvnias per 1 rose) in the streets, while many Ukrainian families can’t have just normal nutrition because of high food prices in the shops?
And would a real qualitative reformation of the militia into police begin with a systematic breach of state legislation? On 7th November new law “About National Police” (was accepted by Ukrainian parliament on 2nd July 2015) came into force and Ukrainian militia officially was renamed Ukrainian police. As I wrote in the previous article http://thoughtsanddreamsfromukraine.blogspot.com/2015/12/police-reform-with-georgian-colouring.html, the Head of National Police of Ukraine Khatia Dekanoidze had been assigned despite of the demands of the 21st article of this law. The same thing happened with the assignment of the First Deputy Head of National Police of Ukraine. On 4th November 2015 this post was headed by 29-year-old Oleksandr Fatsevych, a military man by his high education and job experience (he graduated from Odesa Institute of Land Troops and worked a paratrooper in the 79th Aerial-Mobile Brigade of Ukrainian Army). Earlier O. Fatsevych managed Kyiv Patrol Police since 12th June 2015 and was allocated on the post of the leader of Patrol Police of Ukraine on 6th November 2015, being the First Deputy Head of National Police of Ukraine at once and infringing Ukrainian laws. Fatsevych was born in Russia and moved with his parents in Ukraine in 1998, he is Russian-speaking person, like so-called reformers of Ukrainian police structure from Georgia, about whom it’s written in the last article on this blog.
Instead of Oleksandr Fatsevych, on 16th November 2015 Yuriy Zozulya was appointed the Head of Kyiv Patrol Police, the ex-leader of Lviv Patrol Police from 20th August 2015, who had worked a private policeman in the newly-created Kyiv Patrol Police before these two state appointments. As the head of police Dekanoidze and her first deputy Fatsevych, Zozulya hadn’t high juridical education and sufficient job experience in Ukrainian state legal-protective institutions to govern Kyiv Patrol Police or Lviv Patrol Police according to the demands of the law “About National Police”, so his appointments are the breaches of that law too. Y. Zozulya’s biography is very strange, because there are nowhere his official biographical data nowadays. Almost after his assignment in Lviv Patrol Police he told Lviv journalists at special press-conference that he lived in private house nearby Kyiv and drove own car, but he refused to call his jobs before his police era, like he didn’t say where his parents and wife worked. Instead of it journalists of Lviv media online Zaxid.net and Lviv newspaper “Ratusha” learnt and published the information about Zozulya’s seven infringements of Ukrainian Rules of Road Movement in 2014-2015, and it’s curious to know that the seventh time was happened on 26th August 2015, when he has already been the manager of Patrol Police of Lviv! Besides it, the newspaper “Ratusha” wrote in September 2015 that Y. Zozulya had been detained in Ukrainian state custom-house “Yahodyn” on 13th August 2014 because of his import of the medicaments with prohibited narcotic and psychotropic substances in Ukraine. So such people get influential assignments in “reformed” police.
Further, I would like to write about big difference of the wages in the bound of present police system in Ukraine. On 4th December 2015 Minister of Internal Affairs of Ukraine Arsen Avakov announced the future salaries for the top management of National Police of Ukraine in 2016 year: 98000 UAH/month (~4246$) for the Head, 70000 UAH/month (~3033$) for the Deputies Head, nearly 30000 UAH/month (~1300$) for the leaders of structural and territorial police subdivisions, 6163 UAH/month (~267$) for new private police officers.
But as of 5th December 2015, the official vacancy site of State Employment Centre of Ukraine (www.trud.gov.ua) proposed jobs with very small salaries for police officers. Thus, it’s open job offer for a guard in Kyiv Detention Facility with a salary 2500 hryvnias per month (~108$), the junior inspector in Odesa Detention Facility – 1450 UAH/month (~63$), junior inspector in the South Borstal in Odesa city – 2000 UAH/month (~87$), junior inspectors in Odesa Borstal – 2100-2400 UAH/month (~100-104$), a guard in the Department of Guard Police of Lviv region – 1580 UAH/month (~68$), a militian! in the Department of Guard Police of Lviv region – 2100 UAH/month (~100$), junior inspector in Lviv Borstal – 1600 UAH/month (~69$), a guard in Cherkasy Detention Facility – 1800 UAH/month (~78$), junior inspector in Chernihiv Borstal – 1450 UAH/month (~63$), junior inspector in Korosten Borstal in Zhytomyr region – 1550 UAH/month (~67$), junior inspector in P’yatykhatka Borstal in Dnipropetrovsk region – 2000 UAH/month (~87$), junior inspector in Vinnytsya Borstal – 1650 UAH/month (~71$), a guard in the Department of Guard Police of Volyn region – 1900 UAH/month (~82$), junior inspector in Kharkiv Borstal – 1800 UAH/month (~78$), junior inspector in Oleksiyivska Borstal in Kharkiv city – 2200 UAH/month (~95$), junior inspectors Derhachivska, Dykanivska and Kuryazka borstals in Kharkiv region – 1800 UAH/month (~78$), junior inspector in Oleksandriya Borstal in Kirovohrad region – 1700 UAH/month (~73$), junior inspector in Novyy Buh Borstal in Mykolayiv region – 1450 UAH/month (~63$).
I’ll also note several current food prices in Ukraine for better understanding of this unfair imbalance in as though “reformed police”. 1 egg – 2,20-2,25 UAH, 1 packet of the milk – 11-13 UAH, 1 long loaf – 7 UAH, 1 butter (200 grams)  – 17-18 UAH. How can so few money be proposed to private police officers for their work in the borstals, the detention facilities and the departments of guard police nowadays? How can the Head of National Police earn more than some junior inspector in a borstal in 68 times (comparing the wages in the amount of 98000 UAH and 1450 UAH)? And as Lviv police officers informed the journalists of “Lviv news” http://lvivexpres.com/news/2015/12/06/69918-policiyi-lvivskiy-oblasti-zatrymuyut-vyplatu-zarplatni on 6th December 2015, the police officers of Lviv region hasn’t yet received their wages for October 2015!, except policemen from Lviv Patrol Police, who haven’t wages delay. May the legislation be complied well in the country, when such diverse attitude to the workers and so various salaries exist even in the bound of police system? How can so large payment be fixed for the top management of "new police", while Ukraine's official minimal wage is only 1378 hryvnias per month (~60$) indeed?

Police reform with Georgian colouring in Ukraine

The most discussed so-called reform in Ukrainian state is the transformation of militia into police and its main “reformer” is advertised Georgian Ekaterina Zguladze-Gluksmann, who was appointed the First Deputy Minister of Internal Affairs of Ukraine on 17th December 2014. Earlier she was Minister of Internal Affairs of Georgia during one month in 2012, the First Deputy Minister of two Georgian ex-Ministers of Internal Affairs Vano Merabishvili and Bacho Akhalaia in 2006-2012, and Deputy Minister of V. Merabishvili in 2005-2006. Her two Georgian bosses are arrested and stay in jail nowadays. On 17th February 2014 Kutaisi court convicted V. Merabishvili to 5 years of imprisonment for the appropriation of unfamiliar property, the embezzlement of Georgian police’s money and breaking up the oppositional meeting on 26th May 2011, and on 20th October 2014 he was sentenced to 3 years in the prison for the abuse his official status (Merabishvili headed Ministry of Internal Affairs of Georgia since 18th December 2004 till 3rd July 2012 and was Georgian Prime Minister on 4th July–25th October 2012). On 22nd October 2014 B. Akhalaia, former Minister of Defence of Georgia in 2009-2012 and former Minister of Internal Affairs of Georgia on 4th July-18th September 2012, was convicted by Tbilisi court to 7,5 years of imprisonment for the exceeding his state power and the organization of the tortures in Georgian prisons. E. Zguladze was assigned on the post of Georgian Minister of Internal Affairs on 19th September 2012 after the resignation of Minister B. Akhalaia, which was the main demand of Georgian society after published shock video of prisoners’ tortures in Tbilisi Gldansk jail no.8. So under such circumstances Ekaterina Zguladze became minister in Georgia and headed Ministry of Internal Affairs of Georgia till 20th October 2012. So how did Zguladze work the First Deputy Minister of Internal Affairs of Georgia? Did she know about their bosses’ activity and do nothing to change a situation and say nothing to the Georgian society? Then she was the accomplice of their crimes. Or did she not know how they were working? But then she was absolutely unworthy of her appointment! It’s incredible how companion-in-arms of such Georgian politicians from Saakashvili's team can be advertised in Ukraine. And here are another two examples of her first deputy minister’s activity in Georgia. E. Zguladze was that person who was communicating with Georgian journalists and told them about rightness of Georgian police during cruel breaking up the oppositional meetings in Tbilisi on 6th May 2009 and on 26th May 2011. And on 26th April 2009 the place of living of the participants of Georgian “Academy of the Stars” reality show - one Tbilisi building totally tumbled down and two participants perished. That accident wasn’t fully investigated and guilty wasn’t found. Perhaps, it happened thanks to Ekaterina Zguladze, who had been the wife of Gega Palavandishvili at that time, the director of this “Academy of the Stars”?
It’s also interesting to know if Ekaterina Zguladze-Glucksmann has French citizenship, because in 2011 she got married with Raphael Glucksmann, French journalist and the counsellor of ex-President of Georgia Mikheil Saakashvili. Ekaterina and Raphael have common small son Alexander, who lives in Paris according to numerous French media online, so her husband and son are the citizens of French state, of course. Other curious thing is the reason of such her state posts in Georgia and Ukraine, because she hasn’t juridical education and hadn’t any previous experience in police system before her appointment in Georgian Ministry of Internal Affairs. As French journalists wrote in the article “Ekaterina...police minister of two countries” on 9th April 2015 http://tempsreel.nouvelobs.com/l-obs-du-soir/20150409.OBS6834/ekaterina-ministre-de-la-police-de-deux-pays.html, she was called princess of Georgia for her night life in the youth and was assigned Georgian police vice-minister only thanks to her knowing all Tbilisi designers and DJ’s and visiting all fashion events in Georgian capital.
Another former Georgian politician Khatia Dekanoidze became the Manager of National Police of Ukraine on 4th November 2015. Kh. Dekanoidze graduated from International Affairs Faculty of Tbilisi State University, was rector of Police Academy of Georgia in 2007-2012 and Minister of Education and Science of Georgia for over 3 months in 2012. As she told on Ukrainian television program “Secular Life” (1+1 TV-channel) on 13th March 2015, present Georgian state power accused her in the embezzlement of 10 millions of state money in the period of her management of Ministry of Education and Science of Georgia. Then various Georgian media wrote that ex-minister Dekanoidze had allowed some Georgian high schools to enter educational partner program with American high schools, so only students of these select Georgian high schools could get American diplomas. Several Georgian media online (for example, www.ambebi.ge and www.news.ge) also confirmed in October of 2012 that Khatia Dekanoidze and David Saakashvili, the brother of ex-President of Georgia Mikheil Saakashvili, had secretly got married and he had left his first wife and their children in 2013. At that time Dekanoidze neither refuted, nor proved correct such information. It’s unknown if Kh. Dekanoidze and D. Saakashvili are still together, but they are living in Kyiv now, as M. Saakashvili talked Ukrainian journalists about his younger brother’s current residence. Why was such foreigner fixed by President of Ukraine Petro Poroshenko as the best candidate for the head of new “reformed” police of Ukraine in spite of valid Ukrainian legislation? It’s the enigma for Ukrainian society. Though according to the 21st article of new law “About National Police”, accepted on 2nd July 2015! by Ukrainian parliament, the head and the deputies head of Ukrainian police must have high juridical education, job experience in law field 7 and more years, the experience on the leading posts 5 and more years. As You understand, Khatia Dekanoidze doesn’t correspond to these demands of Ukrainian law, finally like Ekaterina Zguladze-Glucksmann and Minister of Internal Affairs of Ukraine Arsen Avakov don’t correspond too.
But these Georgian women aren’t unique Georgians in the management of “reformed” Ukrainian police. George Grigashvili, who had governed Patrol Police of Tbilisi in 2004-2006 and Patrol Police of Georgia in 2006-2012, was appointed the Head of Internal Security Department of National Police of Ukraine on 15th November 2015. It’s curious to find out that new Ukrainian policeman G. Grigalashvili wrote zero revenue in his Revenues and Expenses Statement of 2014 year. Neither he, nor his wife and his two daughters didn’t earn money in the last year and they got sole profit in the amount of 112 thousand hryvnias from the alienation of immovable and movable property. The real estate data are also absent in Grigalashvili’s income statement and his family has only one car.
Does present Ukrainian state power sincerely think that Ukraine is perfect place for all unemployed politicians-failures from Saakashvili’s team, including Georgian ex-president Mikheil Saakashvili? Nowadays M. Saakashvili leads Odesa State Regional Administration since 30th May 2015, when he was assigned by P. Poroshenko. M. Saakashvili asked for his "comfort management" to allocate someone of his political comrades on the post of the Head of Department of Ministry of Internal Affairs of Ukraine in Odesa region and Giorgi Lortkipanidze, another Deputy Minister of Internal Affairs of Georgia of ex-Minister Vano Merabishvili, was allocated on this post on 15th June 2015. So isn’t it an international corruption – to appoint the comrades-in-arms of one politician, besides it foreign politicians, on state posts in Ukraine? And here isn’t the explanation that Ukraine’s President Poroshenko gave them Ukrainian citizenship before their appointments. All Georgian politicians from Saakashvili’s brigade, including himself, are Russian-speaking statesmen in Ukraine, though every Ukrainian statesman must speak Ukrainian, because this is a sole official language in Ukraine, so it is clear to be not only corruption, but the infringement of Ukrainian laws plus a huge disrespect to Ukrainian state and Ukrainian nation. So is it the sense of the transformation of militia into police – to infringe Ukrainian laws, accepted even by "after-Euromaydan" state power?

Holodomors' Victims Commemoration Day

In the XXth century Ukrainian nation suffered three holodomors - huge famines that was artificially made by Soviet state power in 1921-1923, 1932-1933 and 1946-1947 on the different territories of present Ukrainian state. For sure, it's terrible condition to live 24 hours per day with constant murderous claim to eat something, it's horrible to see hungry deaths of parents and babies, neighbours and fellows, to know about the existence of the food in the country, but...not for Ukrainians. Perhaps, it's impossible to learn all emotions of people, who were perishing from holodomor. So we can only remember the millions of Ukrainians who became the victims of three holodomors in the last century, to read the memories of their alive relatives and holodomors' witnesses, to watch documentary films about these tragedies in former Ukrainian Soviet Socialist Republic and just to light a candle every year on the last Saturday of November.

Imprisoned Nadiya Savchenko

One year has already passed since that time, when Russian state power had imprisoned Ukrainian pilot Nadiya Savchenko in Moscow jail. On 17th June 2014 senior lieutenant of volunteer battalion "Aydar" of Ukrainian army Nadiya Savchenko had been captivated by terrorists of so-called Luhansk People's Republic, while she was trying to help several Ukrainian soldiers to get out the terrorists' ambush nearly Stukalova Balka in Luhansk region. And on 23rd June 2014 she had been transported to the territory of Russian state, where further she had been imprisoned in Voronezh jail, and now she is in Moscow prison. Earlier Russian judges had charged N. Savchenko with the involvement in the murder of two Russian journalists A. Voloshyn and I. Kornelyuk in Donbas and with the illegal crossing of Russian state border, but in July of 2015 Russian judges changed their accusations and nowadays they accuse her of killing these Russian journalists as murder using dangerous method and of illegal border crossing. Ukrainian officer Savchenko, who was stolen by Russian citizens in Ukraine and was moved to Russian Federation, didn't recognize and doesn't recognize her guilt of the fictitious charges of Russian authorities and as own protest and disagreement with Russian judges' accusations she had carried out hunger strike two times - from 13th December 2014 till 12th March 2015 and from 16th March till 12th May 2015, which, of course, badly affected on her health. In Ukraine Nadiya Savchenko is officially admitted a political prisoner of Russian state power. She is the people's deputy of Batkivshchyna political party in Ukrainian parliament and is also a member of Ukrainian permanent delegation in Parliamentary Assembly of the Council of Europe (PACE). But all together didn't help to change decision of Russian judges and on 10th June 2015 Basmannyy law court of the city of Moscow prolonged Savchenko's arrest until 30th September 2015. Though Savchenko's lawyers gave Russian law court the proof of her innocence - that she had been captivated 1 hour and a half before the murder of that two Russian journalists - Russian judges refused to organize jury trial in the case of Nadiya Savchenko. At first Russian judges said about 13 or 15 years of imprisonment for Savchenko, but on 13th July 2015 they have decided that she could be sentenced to 25 years in Russian jail.
Tragedy of Savchenko is not only personal tragedy for Nadiya and her family, but it's also drama for all Ukraine's citizens, because Savchenko's case demonstrates how Ukrainian citizen might be stolen, captivated and transported abroad by foreigners and might be jailed in another state if its state power (in this case - Russian president Vladimir Putin) wanted. And neither Savchenko's status of Ukrainian people's deputy and Ukrainian delegate in PACE, nor worsening of her health, nor public meetings and political speeches to support Nadiya Savchenko around the world don't stop that Russian lynching, created by Russian modern tsar-president Putin. Properly speaking, it's global drama, because it shows how desire of one or several powerful people of the globe can't respect sovereignty and can break laws of other countries, if only such people wish, so then it means that the whole world is unprotected and lawlessness rules on the Earth. Those global politicians, who understand all danger of this dramatic situation with the officer Savchenko, must make the most of political, economic and financial influence of their countries to free Nadiya Savchenko.

Financial genocide of Ukraine's population

Ukraine needs to recover money, which had been stolen and had been withdrawn abroad by various Ukrainian oligarchs and politicians in the different periods of the existence of Ukrainian independent state. And that foreign countries where were transfered money, robbed in Ukrainian nation, must help Ukraine to recover these sums in full dimension. For example, former Prime Minister of Ukraine Pavlo Lazarenko had stolen 250 million of U.S. dollars in Ukrainian state in 1990s years and had withdrawn it to bank accounts in Switzerland, diverse island offshores, Lithuania, Lichtenstein. He had been arrested in 1999 in the USA, where had arrived to please political asylum, but instead of it had been imprisoned till 1st November 2012 for the infringement of some American laws. American judges found him guilty in getting money with corruption ways and putting it to the foreign bank accounts. So American courts decided to return Lazarenko's money from the offshores to...American treasury, and not to Ukrainian budget, from where they had been robbed. Just imagine similar situation, when someone would steal Your money, another person would catch that robber and find Your stolen sum, though would not give You back Your finances, but would leave it for own enrichment, so then You would be robbed at the second time, because that another person is the same robber as the first thief.
One recent example of withdrawing huge sums abroad was happened in May-August of 2014, when "PrivatBank" transfered 1,8 billion U.S. dollars from Ukraine to six British firms, which are registered in London or in the British Virgin Islands and directly related to business group "Private" (61$ million to "Rossyn Investing Corp.", 494$ million to "Teamtrend Limited", 501$ miilion to "Trade Point Agro Limited", 721$ million to "Collyer Limited", 33$ million to "Milbert Ventures Inc.", 6$ million to "Zao Ukrtransitservice Ltd."), about what Ukrainian journalists of "Nashi Hroshi" project had researched two months ago here: http://nashigroshi.org/2015/02/05/natsbank-ne-pomityv-milyardiv-pryvatu/ (and I have already written about group "Private" on this blog here: http://thoughtsanddreamsfromukraine.blogspot.com/2014/11/the-most-lucky-oligarch-after-euromaydan.html). So, journalists of "Nashi Hroshi" detailed fraud mechanism of great "PrivatBank" withdrawing money from Ukraine, which had been made through forty two affiliate companies of group "Private", registered in the offshores (the British Virgin Islands, Cyprus, Belize, the Bahamas, Saint Kitts and Nevis, Marshall Islands) and Ukrainian journalists created the list of such firms here:http://nashigroshi.org/2015/02/05/prokladky-cherez-yaki-z-pryvatbanku-za-try-misyatsi-vyvely-18-milyarda/ The mechanism of the fraud was the next: one of these 42 affiliate companies received credit in "PrivatBank" and put it on own bank accounts of "PrivatBank", then covenanted to purchase some goods in one of that 6 above-mentioned British firms for tens of millions U.S. dollars and in a few days after signing of the covenant such "Private" affiliate transfered to British firms (also connected with group "Private") 100 percent preceding payment on its account in "PrivatBank Cyprus branch". Further one of these 42 offshore firms signed the agreement with "PrivatBnak" that the mortgage of given credit would be a property rights to goods, which hadn't yet been supplied by one of these British firms. After all one of 6 British companies reported own impossibility to supply paid purchase and broke the agreement without recovering money to one of 42 offshore firms, and the last one applied to Dnipropetrovsk Regional Economic Court to get money from British firm and to break mortgage contract with "PrivatBank". Dnipropetrovsk court judged to recover money to the affiliates and not to break such mortgage contract in all accidents of the fictitious agreements between "Private" affiliate firm and British firm, related to group "Private". In such way "PrivatBank" withdrew 1,8$ billion from Ukraine, covenanting fictitious contracts. And this fraud mechanism of group "Private" was analysed and reconstructed by Ukrainian journalists of "Nashi Hroshi" thanks to Sole List of the Adjudgements of Courts of Ukraine. So, it will be square deal and fair relations between two countries, if Great Britain recovers Ukraine the money, withdrawn from Ukrainian state by "Private" affiliates last year.
There is also a great necessity to recover money, stolen and transfered abroad from Ukraine by former Ukrainian President Viktor Yanukovych and his political encirclement, and it's a duty of the present Ukrainian state power to do it. Ukrainian people don't understand why today's power of Ukraine doesn't search abroad and doesn't come back home billions, which were robbed in Ukraine during Yanukovych's presidency. And, of course, that countries, where V. Yanukovych and his political encirclement had sent Ukrainian budget's money, must recover these sums into Ukraine, thus they will show own respect and kind wishes to Ukrainian state and its citizens. Certainly, it's unfair and non-democratic way of the existence of any state to use money for the public weal, which were robbed by some politician or oligarch in another country and its nation. That's why all foreign states, where that or this Ukraine's oligarch or politician had withdrawn dollars or euro, etc., from Ukraine, just must give out these money to Ukrainian citizens and it will be the best display of their good attitude to Ukraine and their real wish of successful development to Ukrainian state. But I repeat again, it's a main duty of Ukrainian state power to recover Ukraine's hryvnias, which were exchanged into dollars or euro and transfered abroad from Ukraine by diverse robbers.
Though present Ukrainian President Petro Poroshenko and Prime Minister Arseniy Yatsenyuk together with the Head of National Bank of Ukraine Valeriya Hontaryeva and the Minister of the Finances Nataliya Yaresko enjoy to collect state credits for Ukraine. Only since the beginning of 2015 year, today's Ukrainian state power agreed to get loan in the dimension of 2$ billion from the USA, credit in the sum of 5$ billion from the International Monetary Fund, loan in the amount of 378$ million for the development of main electrical transmission network of Ukraine and 214,7$ million for Ukrainian medicine from the International Bank of Reconstructions and Development, credit in the dimension of 1,8 billion euro for the reforms in Ukraine and its economy's stabilization from the Council of European Union, credits in the sum of 3,6$ billion for "NaftoGas of Ukraine" from National Bank of Republic of China and 15$ billion for building social dwellings in Ukraine from some Chinese company "CITIC ConstructionCo Ltd.", loan of 300$ million for the needs of Ukraine's budget and grant of 16,6$ million for the restroration of social infrastructure in Donbas from Japan, credit in the amount of 200$ million from Switzerland, loan in the dimension of 100 million euro for the repair of Ukrainian roads from Poland, credit of 200 million Canadian dollars for Ukrainian economy from Canada, loan in the amount of 500 million euro for support of Ukrainian economy and reconstruction of Donbas from Germany and credit in the sum of 50$ million and humanitarian aid in the sum of 10$ million from Turkey. So, as You can see, present Ukrainian president and government like to get state credits very very much.
But why must Ukraine be indebted to such huge sums? Why does Ukrainian state power not demand to abolish a part of external state debt of Ukraine, because of hard situation in Ukrainian country, like it was abolished 50 percent of the West Germany's external debt in 1953 and 50 percent of Poland's external state debt in 1991? Ukraine really needs cancellation of some part of its external state debt and waits for the aid (not new credits!) from the world society.
Instead of demanding of the partial cancellation of state debt and recovering of robbed state money, Ukraine's state power raised electric, gas and heat rates for Ukrainian population. Thus, since 1st April of 2015 minimal tariff of natural gas was raised in 3,3 times for the customers and is equal to 3600 hryvnias per thousand cubic meters in the dimension of gas consuming till 200 cubic meters per month and 7188 hryvnias per thousand cubic meters in the case of consuming gas more than 200 cubic meters during the heating season from 1st October till 30th April, and the price of natural gas will be equal to 7188 hryvnias per thousand cubic meters in the period from 1st May till 30th September. Since 1st April, 2015 the cost of the electricity also increased to 0,37 hryvnia per 1 kilowatt-hour for the householders with the dimension of consuming till 100 kilowatt-hour per month, 0,63 hryvnia per 1 kilowatt-hour for the householdres who consume 100-600 kilowatt-hour/month and 1,4 hryvnia per 1 kilowatt-hour for the householders with the dimension of consuming more than 600 kilowatt-hour/month. And since 1st May of 2015 heat tariff will be 72 percent higher than it is now and wil be raised to 537,2 hryvnias per 1 Giga calorie for Ukraine's population.
Except it, the prices of main goods, such as bread, sunflower oil, butter, flout, eggs, etc. constantly rise higher and higher every day, especially before Easter holidays, because the market of these goods is mainly ruled by oligarchs. Why does state power not regulate the cost of main goods in Ukraine? Why do salaries and pensions not increase in Ukrainian people, like Hryvnia's devaluation, the rates of the utilities, the prices of different products and services and the sums of received state credits in foreign states and organizations increase thanks to present state power in Ukraine?
Ukrainians live in very hard period indeed. And the recent presentation of new cars for newly-reformed police of Ukraine looks like a cynical joke of Ukrainian state power. Was it a necessary thing to change Ukrainian name of police from "міліція" into "поліція", to buy and to design new cars for Ukrainian police at this cruel time for Ukrainian country? I suppose it wasn't. But look at that presentation, made by Prime Minister Arseniy Yatsenyuk and the Minister of Internal Affairs Arsen Avakov on 4th April 2015:
Attention! The word police is written "поліція" in Ukrainian, but it was written from right to left as "яіцілоп" on the car hood, where A. Yatsenyuk sat down with A. Avakov to test new police car. In the whole world only Jews write in Hebrew from right to left and Ukrainians write in their Ukrainian, Eastern Slavic language with cyrillic script, from left to right. So was this presentation of police car a gentle hint of the nationality of those people who rule so-called reforms in Ukraine? And it's not only grammatical mistake in Ukrainian word police, but firstly it's huge disrespect of today's Ukrainian government to Ukrainian language and Ukrainian nation. Besides it, there were presented various versions of the future police car in Kyiv two weeks ago and, as You can watch this video, there wasn't any mistake on the hoods of that automobiles:

And like a culmination of the cynicism of Ukrainian state power towards Ukraine's people, especially the cynism of present Cabinet of Ministers of Ukraine, it is a new law project of the Ministry of Justice of Ukraine to finance from Ukranian state budget those political parties, which will receive 4% (and more) of the votes at parliamentary elections and Yatsenyuk's Cabinet of Ministers proposed and registered such law project in Ukrainian parliament on 7th April 2015. Just "genii" work in present government of Ukraine! The majority of Ukrainian citizens haven't money to eat normally and Ukrainian state power decided to finance political parties, using state budget!
Did someone invent the way to destroy the people of Ukrainian country, organizing such financial genocide of Ukraine's population? Because I can't find other words except "financial genocide", looking at all what is happening in Ukraine now.

Banks-bankrupts and NBU's refinancing of some banks in Ukraine.

Beginning in 2014, bank crisis is continuing in 2015 in Ukraine. Thus, the next Ukrainian banks had been closed in 2014: "Commerce Bank Daniel" (its proprietor was Ukrainian businessman Ihor Rozhok),  "Real Bank" (young Ukrainian oligarch Serhiy Kurchenko was its owner), "Merkuriy Bank" (Oleksandr Oliynyk, former First Deputy of Minister of Defence of Ukraine in February of 2012 - February of 2014), "Brokbusinessbank" (oligarch Serhiy Kurchenko and brothers-businessmen Serhiy and Oleksandr Buryak), "Forum Bank" (proprietor - Russian-Ukrainian oligarch and Ukrainian people's deputy Vadym Novynskyy), "Interbank", "Zakhidincombank" (Yuriy Ivanyushchenko, oligarch from Donetsk), "Avtokrazbank" (less-known entrepreneurs from Donetsk), "Promeconombank" (Ukrainian businessman Volodymyr Prodyvus and Artem Rozhok, son of I. Rozhok), "Starokyyivskyy Bank" (Dmytro Vilenskyy and Yuriy Yaremenko, Kyiv bankers), "Pivdencombank", "Finrostbank", "Commerce Bank Ukrainian Financial World" (Ukrainian businessman Pavlo Klymets), "European Gas Bank" (Oleksiy Ivchenko, businessman from Lviv), "Zoloti Vorota Bank" (Ukrainian media connected this bank with politician Mykhaylo Dobkin), "Terra Bank" (Ruslan Tsyplakov, businessman from Donetsk). And in 2015 "Praym Bank" (related to politician Oleksandr Volkov), "Akta Bank" (its proprietor was Vadym Yermolayev, businessman from Dnipropetrovsk), "Intercreditbank", "Green Bank", "Ekspobank" (Yuriy Hetmanenko, Honoured Consul of Cyprus in Ukraine), "Demark Bank" (Ukrainian businessman Andriy Shynkovenko), "Porto-Franko Bank" (Myroslav Shkolenko, businessman from Odesa), "Commerce Bank Aksioma" (Ihor Sbitnyev, businessman from Kharkiv), "Melior Bank" (Forbes connected it with politician M. Dobkin), "BG Bank", "Legbank" (Latvian businessman Artur Yeresko), "Bank Cambio", "City Commerce Bank" (group of businessmen owned that bank), "VAB Bank" (Ukrainian agricultural billionaire Oleh Bakhmatyuk) had finally finished its bank activity. Besides it, in 2015 National Bank of Ukraine (NBU) admitted bankrupts such Ukrainian banks: "Imeksbank" (its owner - Leonid Klimov, businessman from Odesa), "Nadra Bank" (Ukrainian oligarch Dmytro Firtash), "Zlatobank" (Ukrainian businessman Leonid Yurushev), "Standart Bank" (Ukrainian businessman Vitaliy Taran), "Energobank" (Russian businessman Anatoliy Danylytskyy), "Kyivska Rus' Bank" (Ukrainian businessman Viktor Bratko), "Delta Bank", "Astra Bank", "Creditprombank" (Ukrainian businessman and banker Mykola Lahun was owner of these last three banks).
But some banks were lucky indeed and had gotten lavish gifts from National Bank of Ukraine in 2015 year. NBU had given stabilizing loan for 2 years to "Finances and Credit Bank" (Ukrainian oligarch Kostyantyn Zhevaho owns this bank) in the amount of 100 million hryvnias on 12th February 2015 and in the amount of 700 million hryvnias on 16th February 2015, and had given stabilizing loan for 2 years to "Credit Dnipro Bank" (its owner is Ukrainian oligarch Viktor Pinchuk) in the sum of 143 million 500 thousand hryvnias on 4th March 2015 and in the sum of 357 million hryvnias on 19th March 2015. And on 31st March 2015 NBU  had given stabilization credit for 2 years to "Platinum Bank" (Cypriote firm "Platinum Public Limited") in the amount of 240 million hryvnias. Though the most generous refinancing of Ukrainian banks was made by National Bank of Ukraine on 4th March 2015, when NBU gave stabilization credits for 2 years in the sum of 380 million hryvnias to Russian! "Alfa-Bank" (Russian oligarch Mikhail Fridman), 266 million 500 thousand hryvnias to "Fidobank" (Ukrainian businessman and banker Oleksandr Adarich), 109 million 645 thousand hryvnias to Russian! "Prominvestbank" (its owner is Russian bank "Vnesheconombank"), 85 million hryvnias to "PUMB" ("First Ukrainian International Bank", its proprietor - Ukrainian oligarch Rinat Akhmetov), 80 million 406 thousand hryvnias to "Khreshchatyk Bank" (Vasyl Khmelnytskyy and Ihor Dvoretskyy, businessmen from Kyiv), 73 million hryvnias to "Ukrinbank" (Ukrainian businessman and banker Volodymyr Klymenko), 52 million 300 thousand hryvnias to Russian! "VTB Bank" (Russian state "VTB Bank Russia"), 34 million 500 thousand hryvnias to "Credit Europe Bank" (Dutch bank of "Credit Europe Group"), 19 million 500 thousand hryvnias to "Diamondbank" (Ukrainian oligarch Davyd Zhvaniya), 8 million 869 thousand hryvnias to "Sich Bank" (Ukrainian businessmen Valeriy Razdorozhnyy and Oleh Balanda), 6 million hryvnias to "Oksibank" (Oleh Balyash, businessman from Lviv). But Ukrainian biggest bank "Privatbank" (Ukrainian oligarchs Ihor Kolomoyskyy and Hennadiy Boholyubov are its proprietors) became also the luckiest bank, because it was refinanced by NBU several times during the last time and had gotten stabilizing loans for 2 years in the amount of 2 billion 380 million hryvnias on 4th December 2014, 700 million hryvnias on 27th February 2015, 1 billion 215 million hryvnias on 12th March 2015, 800 million hryvnias on 27th March 2015. So, from December of 2014 till the end of March of 2015 "Privatbank" had received NBU stabilization credits lasting 2 years in the sum of 5 billion 95 million hryvnias! And there are all official dates about state refinancing of the banks from the site of NBU. http://www.bank.gov.ua/control/uk/publish/category?cat_id=55838 It seems that when protege of the President of Ukraine Petro Poroshenko and the Head of National Bank of Ukraine Valeriya Hontaryeva gave so huge sums to refinance the bank of the oligarchs Kolomoyskyy and Boholyubov, so at least P. Poroshenko and I. Kolomoyskyy aren't the enemies.
Generally it's some unbelievable situation! Meanwhile Ukrainian government collects credits in International Monetary Fund (IMF) and foreign states for Ukrainian citizens' weal, as Ukrainian state power always says, National Bank of Ukraine gives out such lavish loans to the banks, which are mainly the property of Ukrainian oligarchs and it's at the time of the great devaluation of Ukrainian monetary unit. When many Ukrainians can't buy even a loaf of the bread every day for their families, but must buy a half of the loaf because of high price for the bread (7,5-14 hryvnias per one loaf of wheat bread in the different regions of Ukraine), the Head of NBU Hontaryeva publicized her declaration of the incomes for 2014 year on 26th March 2015, where she declared 26 million 288 thousand 413 hryvnias as her income in 2014. While Ukrainian people must pay more for natural gas and electricity since 1st April 2015 and for heat energy since 1st May 2015 because of getting IMF's credit in March of 2015, as Ukrainian Cabinet of Ministers explained increasing of the rates of public utilities for Ukraine's population, NBU gave stabilization credits for 2 years to three Russian banks in total sum of 541 million 945 thousand hryvnias in the same month - in March, 2015! So. Do You believe in the tale that present Ukrainian state power is working for Ukraine's weal? I don't.

Does Yatsenyuk rule corruption schemes in Ukraine?

Great scandal in Ukrainian state! On 18th March 2015 the Head of the Financial Inspection of Ukraine Mykola Hordiyenko named the Cabinet of Ministers of Prime Minister Arseniy Yatsenyuk the main source of corruption in the country and asserted that Yatsenyuk ruled corruption schemes in Ukraine. Hordiyenko made such assertion and told about corruption facts in the parliamentary session's hall on 18th March and in "Shuster live show" on Ukrainian 112th TV-channel on 20th March 2015. And earlier on 4th March 2015 A. Yatsenyuk wanted to organize an internal investigation of the Financial Inspection of Ukraine (FIU) and its chief and suspended M. Hordiyenko from his state post for two weeks. As Yatsenyuk said then, the reasons for this suspension of Hordiyenko were the next: the non-objective audit of the FIU of state enterprise "Antonov", the absence of effective control of state money and property, misuses of the FIU's inspectors in their audit of big state enterprises. So two weeks passed after Hordiyenko's suspension and Mykola Hordiyenko decided to tell Ukrainian people all what he discovered about Yatsenyuk's government, holding the post of the Head of the FIU.
I would like to note Mykola Hordiyenko was appointed to the post of the Head of the Financial Inspection of Ukraine on 5th April 2014. So what did Hordiyenko assert about Yatsenyuk and his Cabinet of Ministers last week? M. Hordiyenko reported that the FIU made nearly 4 thousands control measures of Ukrainian state ministries, monopolies, organizations and enterprises during his management and accused Yatsenyuk's government, which damaged Ukrainian state using corruption schemes in the amount of 7 billion 600 million hryvnias! Thus, in 2014 the inspectors of the Financial Inspection of Ukraine checked financial-economic activity of state "Ukrzaliznytsya" ("Ukrainian Railway") and revealed the country damages of 258 million hryvnias in investigating period from 1st January 2014 till 30th September; they audited "Ukrzaliznychpostach" ("Ukrainian Railway Supply") and found out state damages in the amount of 300 million hrivnias in checked period from 1st January 2014 till 13th October 2014; the FIU's employees inspected "Ukrgazvydobuvannya" ("Ukrainian Gas Output") and revealed 358 million 500 thousands hryvnias of the losses to Ukraine in the period from 1st January 2012 till 31st August 2013; they audited "Ukrtransgas" and ostended 219 million 400 thousand hryvnias of the damages for Ukrainian budget in investigated period from 1st October 2012 till 31st May 2014; the FIU checked "Ukrposhta" ("Ukrainian Post-Office") and counted state damages in the sum of 61 million 700 thousand hryvnias in inspected period from 1st January 2013 till 30th September 2014. The FIU's audit is lasting in all Ukrainian nuclear power plants, "Energoatom" ("Energy Atom"), "Atomkomplekt" ("Atom Complement"), but has already revealed precedent damages in the sum of 100 million hryvnias. What about the FIU's investigation of "Antonov", which was called non-objective by Yatsenyuk, the FIU's employees had sent it to Kyiv Scientific-Researching Institute of Court Expretises of Ministry of Justice of Ukraine, who completely confirmed a truth of the Act of the FIU's audit of "Antonov" enterprise.
But what FIU's verification of financial-economic activity of state organization was the most scandalous, that was the Financial Inspection of Ukraine's unscheduled audit of the Ministry of Finance of Ukraine in 2014 for the period from 1st January 2011 till 1st April 2014. Though mainly it was checkup of previous Azarov's government and the FIU's checked 1 billion 46 million financial infringements in the actions of the Ministry of Finance of Ukraine and found out this ministry damaged Ukrainian state in the amount of 552 million hryvnias during the inspection's time. But Oleksandr Shlapak, present Adviser of Prime Minister Arseniy Yatsenyuk and former Minister of Finance of Ukraine from previous Yatsenyuk's government, sued on the Financial Inspection of Ukraine, being finance minister and demanding an abolition of the FIU's Act of the audit of the Ministry of Finance of Ukraine, which had been signed on 22nd September 2014. And present Ukrainian finance minister Nataliya Yaresko also doesn't recall her ministry's lawsuit against the Financial Inspection of Ukraine! Why? Why does present Ukraine's government block the investigation of corruption schemes, which had been ruled by Azarov's Cabinet of Ministers? Even more! The Ministry of Finance of Ukraine blocks staff appointments in regional subdivisions of the FIU after its inspection of ministry's actions in the past.
Managing by Mykola Hordiyenko, the Financial Inspection of Ukraine abolished electronic bills for supporting of Ukrainian coal mines in the amount of 1 billion 320 million hryvnias. Using own operational audit, the FIU didn't permit 5 billion 200 million financial breaches in state sector of economics, 4 billion 600 million of which weren't permitted in "Naftogaz Ukrayiny" ("Oil Gas of Ukraine").
Accounting own activity on 112th TV-channel on 20th March, suspended Head of the Financial Inspection of Ukraine Hordiyenko told that he had reviewed the reports of his subordinate auditors about their inspection of the Ministry of Infrastructure of Ukraine in the day of his suspension from state post on 4th March 2015. It was the first time in Ukraine's history, when the Ministry of Infrastructure of Ukraine (named Ministry of Transport and Communication of Ukraine until 9th December 2010) was inspected by the FIU! Checking 5 last years of the activity of this ministry, inspectors of the FIU found out the losses for Ukrainian state in the sum of 30 million hryvnias during 10 days of the FIU's audit.
And in M. Hordiyenko's opinion, the privatization of "Ukrtelecom" had been done, using corruption schemes in May of 2011. The FIU's auditors revealed the breach of the conditions of "Ukrtelecom" sale contract, according to which new "Ukrtelecom" proprietor had to make state special communication at his own expense in the amount of 220 million hryvnias. But this contract's condition was infringed and it was ostended by the FIU's financial auditors in their inspection of the Administration of State Service of Special Communication and Protection of Information of Ukraine (the FIU's inspected period was from 1st June 2010 till 9th May 2014). So why does Yatsenyuk's government not make any claim to "Ukrtelecom" purchaser, when conditions of that sale contract were breached? Why does present state power not return this strategic enterprise into state property, because the contract can be abolished providing of broken conditions of the contract?
In general according to Ukrainian laws, the Financial Inspection of Ukraine can check scheduled and unscheduled audits of state enterprises, ministries, etc. only after getting court awards from the General Prosecutor of Ukraine to inspect this or that object of state sector of economics. But it looks like Prime Minister Yatsenyuk doesn't enjoy the FIU's investigations, that's why he created special resolution at the end of the second half-year of 2014, in which he permitted inspectors of the FIU to audit only after getting some errand of  the government or some appeal of this state object, which would like to be checked. Because of such Yatsenyuk's resolution, the Financial Inspection of Ukraine didn't inspect 353 court awards, which were sent by the Public Prosecutor's Office, didn't begin 634 revisions of state objects, didn't send own specialists to prosecutor's offices and police to check common control financial measures. So A. Yatsenyuk blocked the normal work of the FIU!
Reporting in the parliamentary tribune on 18th March 2015, M. Hordiyenko applied to Ukrainian people's deputies to control named facts of corruption schemes in the present Cabinet of Ministers and to initiate discharging of Yatsenyuk's government in the case of confirmation of such corruption facts by the General Prosecutor of Ukraine V. Shokin, to whom the Head of the Financial Inspections of Ukraine has already applied with known facts and accusations of today's government. Hordiyenko also pleased Ukrainian journalists, public organizations and society to support him in the fight against corruption and to protect him and his family from any pursue.
I hope soon it will be known who is right and who is wrong in that difficult situation. On 24th March 2015 the part of people's deputies from parliamentary fractions of "Petro Poroshenko's Block" and "Batkivshchyna", and several people's deputies out of all parliament's fractions appealed to the Speaker of the Parliament Volodymyr Hroysman to organize extraordinary parliamentary session on 27th March 2015 and to invite the General Prosecutor of Ukraine Viktor Shokin and the Head of the Financial Inspections of Ukraine Mykola Hordiyenko to investigate together the work of the Cabinet of Ministers of Arseniy Yatsenyuk.

And it's written very small part of all sufferings of these brave Ukrainian men who were wounded in ATO zone, fighting for Ukraine. Those who saw a lot of blood, deaths of their fellows, horror of the war, hospital's reanimation. Who feel terrible pain and must struggle for own life again and again, but not on the field of the battle, but on the beds in the wards. Who became cripples in Ukraine, where the majority of public places is not adapted for them, where it's very hard to find them a job and to be normally integrated in the society like it's easy to do for the invalids in highly developed countries. And it will be unfair if I don't name You another existent problem of injured ATO heroes - frequent thefts of big sums from their bank accounts, which were opened in "Privatbank" to get money for needful operations. There are known at least 5 accidents of such thefts from "Privatbank" accounts of 5 Ukrainian soldiers since the beginning of 2015 year and the thieves aren't caught yet and money, gathered by various people for these Ukrainian warriors, aren't come back to bank accounts' owners. What a shameful treatment of present Ukrainian state power to the defenders of Ukraine, who lost their health in the fight for Ukrainian land.

Tuesday 10 March 2015

Speculators devalued Ukrainian Hryvnia.

Ukrainian Hryvnia's devaluation of 2014-2015 years looks like purposely and previously thought-out large speculations. Hryvnia's exchange rate was stable during four and a half years and one American dollar equaled almost eight hryvnias since 21st August 2009 till 6th February 2014. But on 7th February 2014 Ukrainian monetary unit began to depreciate very rapidly and then official Hryvnia's rate decreased to 8,70 hryvnias per 1$, according to the official site of National Bank of Ukraine. http://www.bank.gov.ua/control/uk/curmetal/detail/currency?period=daily On 28th February 2014 1$ amounted to 9,98 hryvnias and in the end of March, on 28th March 2014 official exchange rate of Hryvnia was 1$=10,85 hryvnias, and in April of 2014 Ukrainian Hryvnia devalued to almost 13 hryvnias per 1$  (on 14th April 2014 1 USD=12,97 UAH), though afterwards Hryvnia a little bit increased. It seemed that Ukrainian Hryvnia's devaluation was just made up in someone's imagination, then was drawn on the paper by somebody or by some several persons, but it wasn't economically substantiated.
In April of 2014, before presidential elections presidential candidate Petro Poroshenko promised to stabilize official Hryvnia's rate to less than 10 Ukrainian hryvnias per 1 American dollar in a case of his victory. Here are his thinkings about the exchange rate of Hryvnia and about people who took bank loans in the precedent years, and here is his promise of Hryvnia' stabilization to less than 10 UAH per 1 USD in these April's videos: https://www.youtube.com/watch?v=I0T7kw3Ag88 and here:

And on 25th May 2014 P. Poroshenko was elected the President of Ukraine, but he didn't keep his promise and already at the end of August of 2014 Hryvnia continued to depreciate, reaching the rate of almost 14 hryvnias per 1 dollar (1 USD=13,89 UAH on 27th August 2014). Though the largest devaluation of Ukrainian national currency started in November of 2014. Thus, on 6th November 2014 1 American dollar equaled 13,95 Ukrainian hryvnias, on 7th November 2014 1 dollar amounted to 14,47 hryvnias, on 10th November 2014 1 USD=14,80 UAH and on 11th November 2014 1 USD=15,77 UAH! But Hryvnia set its devaluation's record in February of 2015. Look at Hryvnia's official rate in the last month: 1 USD=16,72 UAH on 4th February 2015, 1 USD=18 UAH on 5th February 2015, 1 USD=23 UAH on 6th February 2015!, and the largest depreciation was on 26th February 2015, when 1 American dollar amounted to 30,01 Ukrainian hryvnias, after what Ukrainian currency's rate slowly increased to 22,89 hryvnias per 1 dollar on 6th March 2015. Just unbelievable rates as if National Bank of Ukraine excogitated such Hryvnia's rates how state power wanted, because daily decreases of Hryvnia's value hadn't economic reasons.
And if president Poroshenko didn't keep his financial promise of Hryvnia's rate (less than 10 hryvnia per 1 dollar after his victory at presidential elections), so he is real lier and isn't a serious politician of global level. Serious politician must be responsible for own words, serious president or serious prime minister as politician of global level must retire, if he/she can't keep own promises, giving to society before presidential or parliamentary elections. So if Poroshenko would like to be serious politician, he must retire and announce new presidential elections in the country. But before it, of course, Valeriya Hontaryeva must be dismissed from the post of the Head of National Bank of Ukraine for such huge devaluation of Ukrainian Hryvnia. While many Ukrainian citizens live in poverty, economic crisis doesn't concern Hontaryeva's family, which lives luxury life. As newspaper "Vesti" wrote two weeks ago, 25-year-old Anton Hontaryev, son of the Head of NBU, traveled with his wife to India, France, Dominicana and Turkey during the last six months http://vesti-ukr.com/svetskie-vesti/90064-gontareva-ezdit-na-pjati-avto-i-uzhinaet-u-bassejna, meanwhile Russian troops kill, wound and take Ukrainian warriors in the captivity. And earlier main banker of Ukrainian state declared that her salary (10000 hryvnias per 1 month) was too small for such state post. It would be interesting to see how Hontaryeva could live with a salary as little pension of many Ukrainian pensioners (1500 UAH/month).
But the biggest quantity of the questions is to Ukrainian Prime Minister Arseniy Yatsenyuk, who was appointed on the main economic post in Ukraine by the majority of Ukrainian people's deputies yet on 22nd February 2014 in Ukrainian parliament. On 25th February 2015 A. Yatsenyuk said at the Cabinet of the Ministers' press-conference: "There are a lot of US dollars in Ukraine, but some people bought and buy share of American currency to make speculative activity in the country". How does Yatsenyuk rule in Ukraine, if speculators have more influence than the Prime Minister in the state?

And on 25th February 2015 the Minister of Finance of Ukraine Nataliya Yaresko explained that all what happened with Hryvnia had lately been the consequence of speculations at the common press-conference with the Head of NBU Valeriya Hontaryeva. So A. Yatsenyuk and N. Yaresko publicly admitted they knew about making speculations with Ukrainian Hryvnia lately. Why did they not stop speculators? Why do they not say the names of speculators or organizations to Ukrainian society? Why do they not assert about such persons or organizations to police, public prosecutor's office, court? Why does the Minister of Internal Affairs Arsen Avakov not stop speculative actions in bank sector of Ukrainian economy as former banker and owner of liquidated "Basis" bank, who must be well-oriented in bank sphere?
So members of Ukrainian state power say about speculators, but don't catch them!

Instead of it in March-May of 2014 Ukraine's government often told about Russian occupation of Crimea as the reason of huge Hryvnia's depreciation. But as counter-argument, Georgia had lost Abkhazia and South Ossetia after Russian-Georgian war in August of 2008, but Georgian Lari didn't devalue like Ukrainian hryvnia did. Searching present and past economic indicators of all world countries on this American site http://www.tradingeconomics.com, we can see exchange rate of Georgian Lari in the end of 2008 and now for comparison: 1,67 lari per 1$ on 31st December 2008 and 2,17 lari per 1$ on 6th March 2015, almost like on 31st December 2003, when 1 dollar equaled 2,19 lari. Practically without changes for 12 years! Do You know what Hryvnia's exchange rate was on 31st December 2003? 5,33 UAH per 1 USD!So, loss of state territories isn't a real reason of currency's devaluation and Georgia is the example of it.
Ukrainian state power also explains Hryvnia's devaluation as the result of long-term antiterroristic operation in Donbas, which is Russian-Ukrainian war in fact. But my another counter-argument here: Libya, where terror and chaos rule nowadays, where two governments and two parliaments function and are at enmity with each other, where armed conflicts occur between different local military formations, from where a lot of unemployed Libyans escape to Europe, searching work and peaceful existence there. In general Libyan state is very close to the beginning of civic war, so present political situation is more than just difficult there, but Libyan Dinar didn't and doesn't devalue. When Gaddafi's regime finally fell in October of 2011, 1 American dollar amounted to 1,24 Libyan dinar (31.10.2011) and now Dinar's rate is a few changed: 1$=1,35 dinar (06.03.2015). So why did Ukrainian Hryvnia devalue in 2014-2015?
Various politicians and so-called economic experts frighten Ukraine's population, talking about near default status in Ukrainian state, what influences on Hryvnia's exchange rate and devalues it. But, as example, Argentina, where state power declared default in the country on 31st July 2014. Then 1$ equaled 8,20 Argentinian Peso on the day of the second Argentinian default, and on 6th March 2015 1 American dollar amounted to 8,74 Argentinian pesos. As You see, small change happened with Argentinian currency's rate after second default in the history of Argentina. And Ukrainian currency depreciated very much...
And what must really frighten Ukrainian nation, that's close friendship between present Ukrainian state power and  American billionaire George Soros, who visited Ukraine at least three times during the last 12 months: in June of 2014, in Autumn of 2014 and in January of 2015 and had private and confidential meetings with the representatives of Ukrainian state power, as Ukrainian media (including presidential 5th TV-channel) talked earlier. Why do these meetings frighten? Because G. Soros is famous in the world for own largest speculations with English Pound Sterling and Italian Lira in September of 1992, when Pound Sterling and Lira were strongly devalued and were forced to leave European Monetary System, and national banks of Great Britain and Italy spent billions of own money from state reserves to stabilize their national currency's rate, though Italy feels consequences of that economic crisis nowadays too.

Ukrainian nation & Ukrainian politicians live in parallel worlds

I often think that Ukrainian nation and Ukrainian politicians live in some two parallel worlds which don't cross.
When Donbas settlements are shelled by Russian military forces, Head of Communistic Party of Ukraine, former Ukrainian people's deputy and always big fan of Russian Federation Petro Symonenko recently visited...no, not any city of Donbas region and not any Russian city, but he was noticed and photographed in Frankfurt am Main airport by Ukrainian journalist Serhiy Sydorenko, from which main communist of Ukraine flew in Strasbourg on 26th January 2015. http://tabloid.pravda.com.ua/news/54c60ddcf0fdc/ In general P. Symonenko enjoys to travel in European cities. Thus, Symonenko also visited Germany in August, 2014 http://tabloid.pravda.com.ua/news/53f6e42895ed5/, relaxed in Vienna in July, 2014 http://tabloid.pravda.com.ua/lounge/53d8003de5ecd/ and traveled with his wife in Barcelona in June, 2014 http://tabloid.pravda.com.ua/news/53918eedc569d/ I can't understand why that politician who was and is against Ukraine's entry into European Union, but stands for close friendship between Ukraine and Russia, so, why he doesn't travel in Novosibirsk or Yakutsk, or Vladivistok, for example.
At that time when Ukrianian militaries and civilians continue to die every day in Donbas, Ukrainian people's deputy and Head of palriamentary fraction of presidential Petro Poroshenko Block Yuriy Lutsenko and his wife and also people's deputy and member of Petro Poroshenko Block Iryna Lutsenko relaxed one week in Mauritus in January, 2015 http://svitske.1plus1.ua/video/personaji/irina-ta-yuriy-lucenki-vidpochili-na-mavrikiyi-406279.html And while many Ukrainian men are mobilized and are sent in so-called ATO zone to fight for Ukraine, son of Yuriy and Iryna Lutsenko Oleksandr Lutsenko had car accident in Kyiv on 9th February 2015 and in the result of collision of two cars, O. Lutsenko's car and car of Kyiv policeman Petro L., that militian died and an investigation very quickly said that O. Lutsenko was innocent, but another driver was guilty.
While Donbas is becoming a big demolition, the richest Ukraine's person who became an oligarch thanks to many industrial enterprises in Donbas, where he was also born, former people's deputy Rinat Akhmetov moved from Donetsk to Kyiv yet in May of 2014 and, as Ukrainian news site "Vesti" wrote in June last year, the richest Ukraine's citizen lives in Kyiv suburb Koncha Zaspa nowadays. http://vesti-ukr.com/svetskie-vesti/54986-ahmetov-sosedstvuet-s-rezidenciej-timoshenko-v-koncha-zaspe
Meanwhile many Ukrainian children hid themselves in bomb shelters in Donetsk and Luhansk regions, daughter of Ukraine's Prime Minister Sofiya Yatsenyuk took part in the choice of talent show "The Voice. Children-2" (Ukrainian version) on 8th February 2015. Happy child! Because she has time to sing joyful songs in such horrible period of real war in Ukraine, when some children become orphans. And happy parents, Prime Minister Arseniy Yatsenyuk and his wife Tereza Yatsenyuk, who have time to visit such music show to see their child, when some Ukrainian parents bury their children, killed in the war for Donbas. https://www.youtube.com/watch?v=GaJjWVkbeQU
While Donetsk people live in terror and dread, Donetsk mayor Oleksandr Lukyanchenko travels in Brussels (03.02.2015) http://ipress.ua/news/poky_v_donetsku_strilyayut_mer_lukyanchenko_spyt_v_litaku_dorogoyu_do_bryusselya__foto_video_108178.html and earlier moved from Donetsk to Kyiv in July of 2014.
When many Ukrainian warriors were wounded in Donbas and their relatives haven't money for their medical treatment and/or expensive medicine, when thousands of people lost own home and work in Donbas and had to move from Donbas to other Ukrainian regions, then two daughters and one son of President of Ukraine Petro Poroshenko, Oleksandra, Yevheniya and Mykhaylo Poroshenko study in England, as their mother and president's wife Maryna Poroshenko said in Ukrainian interview for TV-programme "Svitske zhyttya" ("Secular life") on 6th February 2015. http://svitske.1plus1.ua/video/personaji/skilki-lyudey-dopomagayut-u-hatnih-klopotah-marini-poroshenko-407699.html But they must to study in Ukraine to get general full secondary education, which is obligatory for all children in Ukraine, according to Ukrainian laws. Or three Poroshenko's children aren't Ukrainian citizens anymore, are they? Or do Ukrainian laws mean nothing for president's family? Besides it, earlier Poroshenko's oldest son Oleksiy graduated at London economic school and so what? Did he invent or create something useful for Ukraine with his English high education? Where does he work in Ukraine? O. Poroshenko is Ukraine's people's deputy nowadays. And president P.Poroshenko is similar to president V.Yanukovych in it, who had one son Ukraine's people's deputy too. But, of course, presidents V. Yanukovych and P. Poroshenko are different, for example, V. Yanukovych didn't have business in Russia and his sons didn't have any foreign education.
And three president's children Oleksandra, Yevheniya and Mykhaylo Poroshenko are officially considered the pupils of scandalous Klovskyy lyceum in Kyiv. Why scandalous? Because in summer of 2014 Kyiv militia began criminal investigation against Klovskyy lyceum's management, who issued diploma of general full secondary education as fine gifts to those pupils of 11th classes who didn't study in this lyceum in fact during one or two years, but studied abroad and visited Ukraine very rarely and official information of State Border Guard Service of Ukraine about border cross of such pupils of Klovskyy lyceum and also information from school class registers were the best prooves in the militia investigation, which was closed soon by General Public Prosecutor's Office of Ukraine...
Yet in May, 2014 Ukraine's media "Vesti" researched and published the information about British studying of two Poroshenko's daughters since November of 2013 in Concord College in Great Britain http://vesti-ukr.com/svetskie-vesti/53903-dvojnaja-zhizn-dvojnjashek-poroshenko According to the site of that college http://concordcollegeuk.com , it's known a price for the next academic year 2015/2016 = 34 200 £, and if P. Poroshenko has three children who study there, cost of studying for all will be 102 600 £. And if today 1 English pound sterling is approximately 40 Ukrainian hryvnyas, so the cost of this British school education for 3 persons = 4 104 000 UAH. And do You know a size of the official minimal salary in Ukraine? 1 218 UAH per month! No comments.

Losses of Ukrainian warriors and civilians in Donbas for the last two weeks

Reading about everyday losses of Ukrainian warriors and civilians in Donbas, everyone who is honest and objective human can say that it's not some antiterroristic operation against unknown terrorists in Donbas, but real war continues for a long time. It's hard to count real quantity of all Ukrainian victims in Donbas (in so-called ATO zone), because various informational sources and eye-witnesses say in Internet about more victims than Ukrainian military officials' sources tell in their everyday military reports, but even these stingy official reports show us Ukraine's horrible tragedy which is lasting since April of 2014 in Donetsk and Luhansk regions.
According to officially counted losses of Ukraine's citizens in Donbas, the situation was the next during the last two weeks. Losses of Ukrainian warriors: 7 died, 24 wounded (25.01.); 9 died, 29 wounded (26.01.); 3 died, 15 wounded (27.01.); 5 died, 29 wounded (28.01.); 5 died, 23 wounded (29.01.); 15 died, 33 wounded (30.01.); 13 died, 20 wounded (31.01.); 5 died, 29 wounded (01.02.); 5 died, 27 wounded (02.02.); 4 died, 25 wounded (03.02.); 5 died, 29 wounded (04.02.); 2 died, 26 wounded (05.02.); 5 died, 26 wounded (06.02.); 12 died, 24 wounded (07.02.); 9 died, 26 wounded (08.02.); 7 died, 23 wounded (09.02.). Look how are losses of Ukrainian warriors only for the last 16 days! How many Ukrainian women became widows, how many parents lost their sons and children lost their fathers! And how many Ukrainian wounded defenders probably became invalids, getting serious wounds. And it's just an information according to the official data of Ukrainian state power, just published ciphers without names and surnames of killed and injured Ukrainian militaries! How it's a cynical treatment of Ukrainian officials towards Ukrainian defenders and their families! And You know what? Since April of 2014 till today there is no one official list of whole information about dead, injured and disappeared Ukrainian warriors, which could be available first of all for warriors' relatives and for society in general. For example, on 2nd February 2015 Ukraine's military officials told they didn't know destiny of 28 disappeared Ukrainian defenders of Donetsk airport and even didn't say their names and their towns or villages, where defenders lived. Or another example: on 5th February 2015 one alive Ukrainian defender of Donetsk airport was found under the airport's ruins and eight Ukrainian warriors were freed from the captivity, but nobody from Ukraine's state power said who was that found person and who were these freed militaries. Only stingy ciphers. I can't understand such bad treatment of Ukrainian officials towards those humans who defend Ukrainian land in Donbas.
Another aspect of Ukrainian state power's bad treatment to Ukrainian warriors can be described to You, dear blog's reader, in the next example. On 4th February 2015 Military Public Prosecutor's Office of Kharkiv Garrison accused one battery commander of "Kyivska Rus" battalion Yevhen Tkachuk of non-doing orders of battalion commander and voluntary leaving Debaltseve with battery's warriors and he could be imprisoned to 10 years. Though 55 subordinates-warriors of Y. Tkachuk who were led out Debaltseve by him say that their arrested battery commander saved them a life and there weren't any orders from battalion commander, but instead of it their battery was sent in Debaltseve without necessary military technics and stores, and they hadn't any communication with battalion commander, but they could be killed by the enemies if Tkachuk didn't save them and didn't lead out. These 55 militaries refuse to fight without their battery commander Tkachuk and demand to free him and not to send other Ukrainian soldiers in ATO zone like they were sent.
Meanwhile Ukrainian parliament voted changes to the law about clearance (or so-called lustration) of Ukrainian state power on 27th January 2015 and president Poroshenko signed these law changes on 30th January 2015. What are that law changes? So, according to voted changes, present and previous supreme officer part of Ministry of Defence of Ukraine, the Armed Forces of Ukraine, State Border Guard Service of Ukraine, National Guard of Ukraine can be free from lustration, which is obligatory for others. Unbelievable changes in the law about state power's clearance! And if someone of Ukraine's supreme officer part was or is working against Ukrainian state for enemies' weal?
And what about losses of Ukrainian civilians in Donbas, which are bigger than losses among Ukrainian militaries, as Ukraine's President Petro Poroshenko said at Munich Defence Conference on 7th February 2015, when he named terrible data - 5638 civilians died in Donbas since April of 2014 till nowadays. Unfortunately, Ukrainian state power doesn't publish everyday report about victims of Ukraine's civilian population in Donetsk and Luhansk regions. It's known such information about civic losses for the last two weeks, which I found on the diverse Ukraine's news sites and briefly write here. Losses of Ukrainian civilians: 2 died and 2 wounded in Popasna, Luhansk region (26.01.); 5 died and 10 wounded in Horlivka and 3 died in Dzerzhynsk in Donetsk region, 2 died and 3 wounded in Popasna, 6 wounded in Luhansk and 3 wounded in Shchastya in Luhansk region (27.01.); 3 died, 10 wounded in Donetsk and 3 died, 2 wounded in Debaltseve in Donetsk region (29.01.); Russian shell of people's queue to humanitarion aid in Donetsk - 7 dead persons, and 7 civilians died in Debaltseve (30.01.); 12 died again in Debaltseve (31.01.); 2 died and 9 wounded in Debaltseve, 2 died and 2 wounded in Krymske (Luhansk region), 3 wounded in Novotoshivka (Luhansk region) (01.02.); 3 died in Vuhlehirsk (Donetsk region), 2 died and 1 wounded in Stanytsya Luhanska (Luhansk region), 3 died in Debaltseve, 2 died in Myronivske (Donetsk region), 2 died and 1 wounded in Popasna, 2 died in Novotoshivka, 1 died in Avdiyivka (Donetsk region) (02.02.); 4 died and 7 wounded in ATO zone (03.02.); owing to Russian shell of Donetsk municipal hospital at least 5 dead and 4  wounded civilians (04.02.); 6 died and 3 wounded in ATO zone (05.02.); 3 died and 3 wounded in Donetsk region (07.02.); 5 died and 2 wounded in Debaltseve, 2 died and 8 wounded in Horlivka, 2 died and 1 wounded in Avdiyivka (08.02.); 3 died and 2 wounded employees of Donetsk railway on Skotovata station, 5 wounded civilians in Debaltseve (09.02.). And many civilian people are considered disappeared in Donbas, their relatives and/or friends search them mainly in social networks or giving announcement in Ukrainian media.
Another big Ukraine's problem is demolition of Donbas settlements' infrastructure. Thus, on 26th January 2015 pro-Russian and Russian troops shelled Avdiyivka and the city left without heating and electricity; shelled Popasna and damaged multi-storey buildings, school, gas-pipe, lines of electrical transmission; shelled Donetsk and one shell hit in sub-station of Zasyadko coal-mine, where were blocked 496 miners during several hours. On 27th January Russian militaries and pro-Russian terrorists shelled municipal hospital in Svitlodarsk, populated districts in Dzerzhynsk, coke-chemical factory, tram depot, heating plant, piers of electrical transmission and populated districts in Avdiyivka, van-repair plant in Popasna and repair-exploitational enterprise in Luhansk. 28.01-01.02. they shelled Debaltseve with "Grad" - all city and especially railway station; 03.02. shelled Luhansk with cassette bombs. On 4th February the enemies again shelled coke-chemical factory in Avdiyivka, municipal hospital in Donetsk and railway station in Debaltseve. On 5th February Russian militaries shelled Shchastya and damaged main gas-pipe, leaving the city without gas; shelled Stanytsya Luhanska and also OSCE patrol there, and damaged gas-pipe and the building of local administration; shelled bakery integrated works in Dzerzhynsk. On 9th February Russians shelled Mariupol neighbourhoods with cassette bombs and "North" coal-mine in Dzerzhynsk, where were evacuated 63 miners.
In the end there is the next information to understand the essence of present Russian state regime - the news from Crimean peninsula, occupied by Russian Federation in spring, 2014. On 5th February Russian politicians opened monument near Livadia palace in Yalta, dedicated to three members of Yalta Conference-1945 - to J. Stalin, F. Roosevelt, W. Churchill. Here is also the main reason of all global problems after the end of the Second World War: since 1945 till nowadays whole world blames Hitler and doesn't blame Stalin in the same manner as Hitler. That's why it became possible to see Stalin's successor on the top of modern Russian state power.

Tragedies in Donetsk and Mariupol

Terrible tragedies were happened with civic population in Donetsk and Mariupol this week.
In Donetsk Russian military forces shelled trolley-bus station with mortar and  9 humans were killed and 7 humans were wounded on 22nd January 2015. Here is the video from the place of that Donetsk trolley bus station:

Then Russian militaries brought Ukrainian colonel Oleh Kuzminykh (who was captivated on 20th January 2015 by Russians) in the place of shelled trolley-bus and enabled some persons from the crowd to beat him, creating "show" for Russian TV-channels "Pervyy" and "Rossiya 1", which journalists were present there.

On 22nd January 2015 Russian military men also organized in Donetsk so-called parade of captive Ukrainian defenders of Donetsk airoport who were captivated after huge battle for city's airoport on 20th January 2015.

On 24th January 2015 Russian jet system of volley fire "Grad" shelled populatous district "Eastern" in Mariupol, demolishing dwellings, schools, kindergatens, killing (30 persons) and wounding (102 persons) people in the city. And here are three video from Mariupol (24.01.2015)

Today is Mourning Day for these victims of civic population in Ukraine.
